- a driver's license that gives the right to drive a vehicle of this category;

- vehicle registration certificate;

- power of attorney (in case of driving a car under a power of attorney);

- compulsory civil liability insurance policy (OSAGO).

To register a vehicle, you must provide the following documents:
- passport of the vehicle owner or his authorized representative (in case of vehicle registration by proxy);
- notarized power of attorney (in case of vehicle registration by proxy);
- the vehicle passport (PTS) is the main document for a car, which is issued by the manufacturer, customs when importing a car into Russia, or the traffic police department. The vehicle passport contains information about all owners of the car, its technical characteristics, as well as possible changes in unit numbers and the color of painted parts;

- document certifying ownership of a vehicle (invoice, sales contract);
- compulsory motor third party liability insurance policy (OSAGO);
- "Transit" registration plates, and also, in the case of importing a car from abroad, the registration plates and numbers of the car of the country from which the car is imported;
- certificate of compliance of the vehicle design with safety requirements (in case of changes in the design of the vehicle).
To pass the technical inspection of the car, you must provide the following documents:
- a document certifying the identity of the owner of the car or his authorized representative (when passing a technical inspection by proxy);
- power of attorney (when passing a technical inspection by proxy);
- vehicle registration certificate or vehicle passport (PTS);
- agreement with advertiser (if there is advertising on the vehicle).
When buying a car, registering it, and passing a state technical inspection, it is advisable to check the availability and correctness of filling out all documents.This will allow you to quickly register the car and avoid further problems when communicating with road patrol service (DPS) inspectors.
Technical inspection coupon for now (until August 1, 2015.) remained for cars older than 3 years, but is only necessary for registration of OSAGO.

According to the latest changes in legislation, from August 1, 2012, the coupon will be replaced by a diagnostic card.
