Turbocharger whining noise

Inspect for leaks in cooler/charge air tubes/hoses.
Turbocharger bearing wear

If the turbocharger bearings are worn or damaged, repair or replace the turbocharger.
Leaks or obstructions in the intake system
Inspect for leaks or obstructions in the intake manifold.

Turbocharger oil leak from compressor seal

Important: Oil leakage into the turbocharger air intake duct, turbocharger impeller, and charge air cooler system is normal when the positive crankcase ventilation (PCV) system is closed. Do not attempt to correct this.
Obstruction in the air system
Inspect for a clogged air filter insert or obstruction in the air intake system.
Obstruction in the exhaust system
Inspect for obstructions in the outlet.
Leaks in the exhaust system.
Inspect for leaks in the exhaust manifold.
Insufficient oil drainage from turbocharger
Inspect the turbocharger oil drain tube for obstruction.
Obstruction in the crankcase ventilation system
Inspect the crankcase ventilation system for obstructions.
Wear of internal engine components
Inspect for excessive blow-by or engine oil consumption.
