If the liquid inside the barrel is hissing, do not do anything until it cools down.

The coolant level should be at or above the COLD mark. If it is not, there may be a leak in the system hoses, radiator, water pump, or elsewhere.
If there is no evidence of fluid leakage, start the engine again. See if the fan speed increases when you press the gas pedal and double the engine speed. If not, your car needs service. Turn off the engine.
